Geminiano Quitevis "Toy" Arre, Jr. has been in public service for more than 49 years, mostly with the City and County of Honolulu and University of Hawaii. Active in civic, community and professional organizations, he is listed in 1970 Edition of the Outstanding Young Men of America, received the 1980 Balik UP Alumni Award in the field of Finance and Americanism Medal from the Daughters of the American Revolution. Toy obtained a bachelor's degree in Business Administration from the University of the Philippines and master's degree in International Economics from the University of Hawaii. He was the first non-Japanese and the only Filipino ever elected President of the Honolulu Japanese Junior Chamber of Commerce. Upon retiring from public service in March 1999, he served as Financial Consultant to Mayor Lito Atienza of the City of Manila, Philippines until August 2004 when he was appointed as President of the Filipino Community Center,the position he currently holds.
